In multifamily zones, each new small lot must offer at least 600 sq ft, with average net habitable floor space capped at 1,750 sq ft. Notably, ADUs and JADUs are excluded from the 10-unit cap in multifamily areas, while single-family zones only exclude JADUs. Los Angeles was ahead of the curve on small-lot housing, with a local ordinance that encouraged more compact homeownership options. The intent behind these laws is to open doors to more homeowners, though whether these projects truly create accessible starter homes is still being watched. Later changes have also unlocked vacant single-family lots for redevelopment, adding to the evolving landscape.
